Court-Ordered Community Service at WCDPL

Board Policy (approved March 18, 2019):
“The library reserves the right to decline any request for fulfillment of court-ordered community service. All procedures relating to court-ordered community service shall be created, enforced, or modified as needed at the discretion of the director or designee.”

PROCEDURES:

  1. Adults (age 18 and up) seeking to fulfill court-ordered community service:
    1. Must give library staff a copy of the judgement entry, magistrate order, documentation from any official diversion program, or other official court document that includes identification of the offense.
    2. Service at WCDPL is not possible for the following offenses: domestic violence, inducing panic, menacing, or any other offense of a violent or sexual nature.
    3. Only work at the BG library in the Maintenance Department under the direct supervision of the Facilities Supervisor.
    4. When the Facilities Supervisor is not here, individuals are unable to serve hours.
    5. Hours available are limited to Mondays through Fridays, 9am to 2pm.
    6. Individuals will not serve in the Children’s area nor in any staff-only area.
    7. Individuals are to refrain from being in the Maintenance or Garage areas without the presence of a library employee. They should await the Facilities supervisor in the hallway at the beginning and end of their shift.
    8. During service hours, individuals must leave their cell phone with the Facilities Supervisor.
  2. Minors (at least 14 years of age through age 17) will comply with the following restrictions and must be pre-approved for service by the Head of Youth Services and the Director:
    1. Must give library staff a copy of the judgement entry, magistrate order, documentation from any official diversion program, or other official court document that includes identification of the offense.
      1. Service at WCDPL is not possible for the following offenses: domestic violence, inducing panic, menacing, or any other offense of a violent or sexual nature.
    2. Only work at the BG library, within the Children’s Department performing general cleaning tasks, and under the direct supervision of Children’s Department staff.
    3. Hours available will be limited to Mondays through Fridays, and service time must end at least 30 minutes prior to closing.
    4. Individuals will not serve in any staff-only area.
    5. During service hours, individuals must leave their cell phone with the Children’s staff.
    6. “VolunTEEN” tasks will not count toward court-ordered community service.
  3. Minors (age 13 and under) will need to complete their community service with another organization or via the Juvenile Court’s Saturday Crew project.
  4. Parents ordered to read to their child at the library shall:
    1. Identify themselves to staff when they arrive in the BG Children’s Place or at Walbridge.
    2. Be engaged in one-on-one reading time with their child and should minimize distractions from cell phones and computers.
    3. Library staff will assist parents in finding appropriate books to read to their child or to have their child read to them.
    4. At the end of their time reading, a library staff member may then fill out the paperwork for the court saying that the individual completed “X” amount of time reading on a certain date.
  5. Adults ordered to read to themselves at the library shall:
    1. Identify themselves to staff when they arrive at the BG Information Desk (second floor) or at Walbridge.
    2. Be engaged in solitary reading time and should minimize distractions from cell phones and computers.
    3. Library staff will assist individuals in finding appropriate books to read.
    4. At the end of their time reading, a library staff member may then fill out the paperwork for the court saying that the individual completed “X” amount of time reading on a certain date.
